The party "United Russia" has prepared a draft law on the cyber troops



"United Russia" has prepared a draft law on the creation of the cyber troops in Russia, which together with the police will search the Internet for "illegal information, including extremist ones."

According to the document, cyber troop will fight against posting illegal information on the Internet, such as: propaganda of war, incitement of national, racial or religious hatred and enmity, as well as information that is subject to criminal or administrative liability.

The State Duma Deputy, Adalbi Shkhagoshev, said that cyber troop will be able to detect illegal information on the Internet by law.According to him, the activities of the cyber troop will be voluntary, without wages.

Citizens who have reached the age of 18 will be able to organize cyber troop in the format of a public organization. On its activities they need to notify the territorial Executive Authority. The Prosecutor's Office, Investigative Bodies, Public Authorities and Local Authorities will be obliged to cooperate with cyber troop.

The State Duma was skeptical about the idea of cyber troop and did not approve the draft law, and it required additional approvals.

It’s interesting to note that in 2018 the number of criminal cases initiated under the article on extremism has sharply increased in Russia. One of the most famous cases is the case of extremism and insulting the feelings of believers against the 23-year-old student, Maria Motuznaya. The case was initiated because of several pictures that she kept on her page in “VKontakte”.
